Today the ICT procurement moratorium ends. The government-imposed restriction on ministries and their institutions from concluding new ICT development contracts above €140,000 had been extended until August 16. What has been done during this time? The working group regularly assessed projects and sought solutions. There are also first results: projects worth approximately €22 million have been evaluated, three projects were cancelled, saving about €5 million. Now it would be important to publicly see not only the evaluation of these projects, but also conclusions and a clear proposal on how the state will manage ICT projects and procurement in the future. If the problem was insufficiently controlled IT costs, then after this pause there should be a new approach, centralization where justified, shared solutions, measurable returns, and a much stronger requirement to justify the development of each new system. A moratorium alone solves nothing. It only makes sense if systemic changes follow it. I very much hope that at least in this matter we will not stop at talking, but will see clear government action.

From@SirupsPWith genuine interest I will listen to that policeman’s first version... and then the next one! About the extremely urgent call... And yes... I hope some regular idiots won’t now demand Dombrava’s resignation! Because he is after all now responsible for all those village and Vatnik faces gathered at the police. I just remind you, previously Kozlovskis let a fool run things for practically TEN!!! years. Dmitrijs Petrovs, a product of the state secretary, also sits there excellently since 2017. I won’t even mention the Rukus and Evus who partied chicly together in VIP stands. Rajevs, who sat there in the parliamentary committees, watching his weight increase... while simultaneously rapidly gaining weight and improving his financial situation. Combining that with babbling together with that other rattler Bogustovs. Declaring his versions of who and how things will be on the Ukrainian front. How he has managed to do that in the fifth year of the war, let every sensible man judge for himself. As for me, I also regard Slaidiņš’s revelations, despite the major’s shoulder boards quickly wasted by Levits, as worthless. Returning... I also regard all those ridiculous parliamentary secretaries of at least the last 20 years as wet firewood. I think parliamentary secretaries in general are just as necessary as ear sticks with that cotton tip for wiping one’s arse. It’s like they exist and could do something, but there’s no point at all. Our policemen will manage to film, stick patches, put signs and tripods in bushes. Measure the grass, fine people for a Ukrainian flag on a mast of a private house in Ādaži. Chat chummily with Vatniks who, for their TikTok content, will film their latest Putin narrative slop, they won’t be able to deal with Jēkabpils killer Rusiņš, but will eagerly get down to trying to make trouble for the decent man Gundars Kalve, who topples the occupier monument into the Daugava. And those policemen will try so hard that Gundars will even be written out of the National Guard. Only in August 2022 those diligent investigators will calm down, because the war in Ukraine will have lasted more than half a year. And they pass a law on dismantling the occupier monuments. If not for that law and those Ukrainian events, they would have diligently continued. Old Riga is full of policemen, but when a watch shop is robbed, they will arrive exactly late enough for the robbers to have gotten away. And with all that network of cameras, they will also sleep through their departure over the bridge... they won’t manage any of that. But they will notice in a minute that little plumber’s van, which works during the day at a site in Old Riga near the Russian Theatre, and comes back in the evening to pick up the welding machine, the big gas cylinder, tools... but he accidentally still doesn’t notice that ridiculous STOP sign in that corner. And then such traffic police (RMP) are there in two vans; of course they immediately fine him, then they don’t understand something about the person’s registered address, fine him again, and then find out that the plumber’s medical examination paper expired four days ago – no, they don’t warn him – they fine him a third time! And they even make him blow into the tube 3 times in a row, and three times they see zero. But the police lady nevertheless thinks that if he is so slow, then he must have been drinking. And they also call the road police. Because that plumber is simply tired after a hard working day and completely confused by all this. And then they go to give blood again – and again zero per mille. That person is completely confused... because he has had no traffic violations in the last 17 years. Even in this extremely police-attentive state! Where to get money for something, I didn’t even really understand for what! It is extremely simple. And that confused person is then my quiet, cool and kind neighbour. I learn this, then I feel sick about all this, I get angry, I call my buddy I go fishing with, who is a cool boat companion, and besides, a not at all bad and sullen lawyer. Who knows that shitty Latvian police system far too well. And then we drive and find out that with the registration everything was in order, but their system had some glitches. That Dobele girl, school failure and now police employee, who now in Riga and in the RMP van feels like the ruler of the universe, and in imbecile handwriting prints protocol after protocol in the van. Because in that repressive structure they are entitled to 40% of collected fines/bribes! That she has got confused and misunderstood the order of writing the month and date in that medical document. And with a little pressure these two fines are now annulled! And it even turns out that the third time, when he refused to blow into the tube, it was considered resistance and hooligan behaviour against the police, and there was a fourth protocol. And then we get to the then deputy chief of the State Police, A. Velšs, who listens, understands everything, seems to clarify, agrees that it was not correct, and promises to sort it out and give an order to cancel it. But... 4 months later, the neighbour still gets a registered letter about the collection of this fine, with all the surcharges and accessories. Although when he went through the annual technical inspection two months earlier, the CSDD did not show him any imposed unpaid fine. Well, he paid and that was that. Then the three of us – the neighbour, my buddy and me – drank a rather finer whiskey in my garage, the whiskey brought by the lawyer, and the first toast was – Guys, I raise this for luck in hopeless cases... you can’t even imagine what amazing mor... and enlightened people I mostly meet in those internal affairs structures. Meanwhile, such a colonel Velšs after a short while becomes a general; he has accumulated too much dirt, journalists start digging this and that, and that same one, after two years, with the general’s rank, hastily resigns. Genre classic – for health reasons... already in 2019 at the age of 46. Now everything is ok. His health is still in perfect order. Thriving. 😏 He appears on TV, gets into a party, plans to become an MP, expert, docent and blah blah blah etc. He is living his dear general’s pension days, at age 52, already for the seventh year. And there are plenty of such future generals in those internal affairs. I don’t know why I wrote all this. Maybe because I type fast. 🤔 But maybe because I feel that there are already too many stains on those uniforms. And the dirtiest uniforms from that police household must be thrown out. From@ilmarmorsMadjar's message to the Baltic states: clear the border with Russia and create a death zone August 13, 2026 Source: https://t.co/DoTlanYlJy Ukrainian Unmanned Systems Forces commander, Major Robert Brovdi, also known as "Madjar", recommends that the Baltic states prepare much more seriously for a possible Russian attack. * Recommendation: create a three to five kilometer wide clean zone on the border so there is nowhere for a drone to hide. * Underground fiber-optic cable infrastructure must be created to fully monitor the entire border with drones. * Madjar: all this can be done quickly, even this year, if only the Baltic states have the will. Estonia and the other Baltic states still misassess Russia's military threats and are not preparing adequately, Ukrainian drone forces commander Major Robert Brovdi (50) said in an interview with Postimees. Madjar offered Estonia, Latvia, and Lithuania his action plan for quickly building strong defenses against a possible Russian attack using drones. His recommendations are based on creating a "death zone" on the Russian border with drones so that, figuratively speaking, even a mouse could not slip through unnoticed. "Guys, don't hesitate. Here are the first five steps you need to complete in 2026," Brovdi, better known by his call sign Madjar, said in an interview with Postimees in early August. "These are not complicated things. You just need to make a decision and carry it out." Madjar's five-step recommendation for Baltic defense, presented to Postimees, was not made up on the spot. Already when agreeing to the interview, I was clearly made to understand that Madjar very much wanted to talk about Baltic defense. During the interview it was clear that Madjar had carefully thought about what the Baltic states' capability and readiness should be in the event of a possible Russian attack or military provocation. According to Madjar, the plan he recommends for the Baltic states is based on the goal of not letting the enemy into their territory at all. "If you already know in advance that an attack is being planned against you, you can immediately strike back and not let the enemy into your territory," he emphasized. Five proposals Proposal 1 – create a conditional "death zone" along the border with Russia (in Lithuania's case, on the border with Belarus). It is a zone where drones can fly and attack without obstacles. The wider, the better. Given the small territory of Estonia, Latvia, and Lithuania, this "death zone" should be at least two to five kilometers wide. "Cut down absolutely everything there," said Madjar. "It must be completely open terrain where drones must destroy absolutely everything that moves. So you can't hide behind trees or buildings. Everything must be clearly visible. That's your so-called buffer zone." Proposal 2 – for the "death zone" to work, special infrastructure must be created for the use of modern technologies. All these technologies require communications. As Madjar points out, Ukraine's war experience shows that the most reliable communications are via fiber optic cable. "Not over the air, but it must be laid in the ground. 30-50 centimeters underground," said Madjar. "And these communications must be ensured along the entire length of your border, forming a unified network." The fiber optic network deployed along the entire border must be interconnected so that various sensors and cameras, drone positions, communication points, and so on can be connected at different points. All this underground fiber optic network must be connected between all the Baltic states. "This infrastructure built with fiber optic cables will allow the construction of the necessary number of drone launch sites in the future, from which drones can take off, while pilots will control them remotely," said Madjar. "For pilots to be safe, they need to work from Riga, Vilnius, London, or anywhere else. The important thing is that it happens remotely." Proposal 3 – effective tactical or short-range air defense must be created that can see 15-30 kilometers away. Such air defense must be densely deployed along the created "death zone". The purpose of such air defense is to detect all enemy reconnaissance and strike drones flying in the air. Detect them at any altitude and then destroy them either with interceptor drones, electronic warfare (EW) means, or other methods. "If the enemy wants to invade you, they won't come with tanks. They won't start with artillery shelling," said Madjar. "Initially they will come with reconnaissance drones. They will look everything over, and then strike drones and missiles will fly in. You need to know this and be ready." Expensive radars and expensive air defense systems should be left deeper in the rear to monitor the global situation. If expensive radar systems appear near the front, the enemy will destroy them first. "Destroying these systems will make you blind, deaf, and helpless," Madjar emphasized. Proposal 4 – at least one specialized drone brigade must be established in each Baltic state. In Ukraine, one drone brigade means 300 drone crews. "They are all drone crews with different purposes," said Madjar. To describe why exactly complex drone use with different purposes and against different targets helps effectively fight Russian forces, Madjar uses the concept of a "borscht recipe". "This 'borscht recipe' includes a list of various types of crews that operate at different depths, work with different means, and are located at different distances from each other," Madjar explained. Borscht, the most famous Ukrainian dish, will not be perfect if any of the necessary ingredients are missing. According to Madjar, the same applies to drone forces – the thing doesn't work if a component is missing. In war conditions, a brigade with 300 crews built on the "borscht recipe" principle can cover a hundred-kilometer stretch, Madjar believes. In peacetime, when this brigade mainly needs to observe the enemy and be on standby, it can also cover 500-600 kilometers, Madjar noted. However, it would be best if Estonia's, Latvia's, and Lithuania's armed forces created separate drone forces, as has long been the case in Ukraine and now also in Russia. "What more experience do you need if we constantly prove that it works?" Madjar asked. "Currently, we hit 80 percent of all targets with drones." "Should I come and dance a national dance for you on this topic so you understand? That's experience," added Madjar, known for his expressive language. Proposal 5 – the ability to strike the attacking enemy's logistics and military facilities. This requires medium- and long-range drones, as well as their crews. According to Madjar, the drone brigade should prepare 30-50 crews for medium- and long-range drones capable of striking the enemy at operational and strategic depth. "To change the opponent's plans, to deliver strikes that force them to change their plans and timelines," said Madjar. Training of medium- and long-range drone pilots for Estonia's, Latvia's, and Lithuania's armed forces must begin immediately, Madjar believes. He noted that the Ukrainian Armed Forces will gladly help with this matter. Achievable this year Creating a "death zone" on the border with Russia and deploying a fiber optic network are things that can be done quickly, still within this year, Madjar notes. If there is the will, the Ukrainian drone forces commander emphasized. He claimed that none of these measures requires budgets in the billions. "It costs a few million, but you can do it yourselves, and it can be done quickly," said Madjar. "Provided that the state itself doesn't work against it and there are no problems with private lands – about who allows something to be done and who doesn't." "Here you have to choose: either you start bargaining with your entrepreneurs, or you take a national position that all this must be done," Madjar continued. "Just do it. Give them something else in return so they don't hold on to this land so much. Because they will be the first to suffer when the Muscovites invade you." In 2024, the three Baltic states signed an agreement to establish the Baltic Defense Line on the border with Russia and Belarus. However, it will be completely different from the defense line the Ukrainian drone forces commander recommends building. The already-started Baltic Defense Line is a system of defensive structures and obstacles consisting of fortified strongpoints, anti-tank ditches, anti-tank obstacles, minefields, and the like. Its construction uses natural obstacles: forests, swamps, rivers, etc. Estonia plans to build up to 600 company-level bunkers. Construction of anti-tank ditches for the Baltic Defense Line in the Meremäe area, Setomaa parish, this spring. Photo: Margus Ansu If Russia attacked, this defense line, according to the vision of the Estonian Ministry of Defense, should slow down and redirect the movement of Russian units and force them to move to places where they are easier to destroy with fire. According to the creators of the defense line, this would give Estonia's, Latvia's, and Lithuania's forces, as well as NATO allies, time and more favorable conditions to destroy the enemy. Strategically, the goal is deterrence – to show that a quick breakthrough in the Baltic states will not succeed and that the territory will be defended from the very first meter. According to Madjar, building such a defense line is based on the experience of the previous war. "This is not promising," he said. "You cannot stop an enemy attack with kinetics." By "kinetics" Madjar means fortifications and the firepower of traditional weapons. "If today the dominant tool is the drone, then infrastructure and the necessary conditions must be created specifically for drone use," he added. Currently there is not even a one percent probability that Russia would organize an attack on the Baltic states with tanks and mechanized columns, Madjar is convinced. Madjar emphasized that the Baltic states must create what is currently relevant and effective in Ukraine and gain experience in using it. This also includes organizing logistics with aerial and ground drones. "You need to train evacuation of the wounded with robots, not people," said Madjar. "Train all electronic warfare (EW) skills. And what is needed for that again? Build fiber optic infrastructure." Criticism of NATO According to Madjar's assessment, the probability of a Russian attack is increased by the fact that NATO has so far not demonstrated unity and adequate action in the face of the Kremlin's provocations. "A Russian drone flies into your airspace, then a missile, then an aircraft flies over, conducts reconnaissance, then a warship approaches and also conducts reconnaissance, but you only express concern that you don't like it," said Madjar. "Shoot it down when it approaches! Take the shot so it sinks, it won't come back," Madjar advised. "But you don't do that. I'm talking about NATO countries. You only start discussing among yourselves whether to respond or not, to drive away or not." Madjar cited the example of Poland, where Russian aircraft used in the war against Ukraine have repeatedly flown in. How else can Poland be convinced that it is no longer an accident, Madjar asked. "If a thousand units fly toward them at once, their jaws will drop. Then they won't know what to do," said Madjar. "As Ukraine's experience shows, a thousand [Shahed-type drones] at once is no problem." In the near future, launching a thousand Shahed-type drones at once will be no problem for the Russian armed forces, Madjar is convinced.

The Saeima votes very recently showed a joint vote by JV and the pro-Kremlin ST! This was very significant for the security of Latvia's information space. And JV voted together with ST deputies. Latvia's strategic allies had included him in the Magnitsky list shortly before. Again - demonstrative damage to relations with the most essential guarantor of state security.

From@RaivisZeltitsEverything indicates that the Society Integration Foundation (SIF) will not be liquidated. It is impossible to build a solid structure on wrong foundations. SIF is based on the incorrect left-liberal idea with the word 'integration'. Integration policy has been based on the denial of truth and justice – the redefinition of the USSR's colonization and Russification crime against Latvia as an 'ethnic minority' issue, which has served Kremlin propaganda in local and international society. The USSR's goal was to destroy the Latvian people's identity and their majority position in their own homeland. From 77% of the state's population in 1935, the number of Latvians was reduced to 52% by the late 1980s, and in the largest cities Latvians became a minority. Historical minorities in Latvia were remade into a new category – 'Russian-speaking people' (russophones). This is well known to nationalists. Since the Third Awakening, nationalists have emphasized the consequences of the USSR's crimes and called both for decolonization and for stricter language and loyalty criteria for obtaining citizenship, as well as for the status of Latvian as the only state language in all spheres of public life. Meanwhile, left-liberal forces took over and, from the late 1990s, introduced multiculturalism policy, copying Western practices, such as the Canadian model of English- and French-speaking relations. In place of Latvian interests came the 'idea of civic society'. In 1998, the state program 'Integration of Society in Latvia' was officially formulated and approved by the Cabinet of Ministers. It declared that 'the time has come to develop and implement a unified long-term strategy that would promote the formation of a cohesive civic society in Latvia.' Such documents made the consequences of occupation crimes the responsibility of the Latvian people – to be 'more understanding', 'include', and yield. In the schizophrenic integration policy, the cult of war on May 9 had to coexist with November 18. SIF was created to implement this policy. This institution, of course, completely failed, because in Latvia's case it is not about some historical ethnic minority but about colonists brought in by the occupation forces. The occupation's goal was to destroy Latvian Latvia – this fact integrators have stubbornly denied, building 'cohesion' on the basis of injustice and falsehood... The 2012 language referendum, everyday conflicts over the use of Latvian in public space, and the support of a large part of Latvia's Russians for openly pro-Kremlin parties and politicians during wartime are a monument to SIF's previous activity. In the context of new waves of immigration, SIF, of course, cannot act adequately, because in integration policy the stranger is always the 'misunderstood victim', while the titular nation is the one that 'stubbornly refuses to yield and include someone'. Liberals' laments about misunderstanding Muslims and theses about the 'inevitability' of mass immigration show what SIF's role will be in the upcoming challenges to the Latvian people's position in their own land. But the SIF case also shows the problem of previous national-conservative forces – the left are the ones driving the overall trajectory of society and the state with major state policy planning documents, conventions, institutions, and media influence, while conservatives are those who react, try to do cosmetic repairs, but never fully repeal harmful policies based on injustice and falsehood (neither SIF, nor the Istanbul Convention, nor the institution of partnership). The left act – conservatives preserve their policies... That is exactly why 'Austošā Saule Latvijai' (ASL) was created, because without a reversal process, without bold and sweeping decisions that repeal the previous left-wing policies, it will only get worse. ASL believes that SIF must be liquidated and then a new organization must be created from scratch with a different legal basis, different people, and a state program focused on strengthening patriotism and family values. The new National Cohesion Fund (NSF) will take over those individual positive SIF programs that have so far justified the overall bad work of the institution – family support measures, support for Ukraine, etc. NSF will be a smaller institution to save state funds.
