Truly masterful. Exactly like with Istanbul. If you are not for, then you are for beating women — if you are against NGO handouts, then you are against civic society. Against the association that made Latvians a political nation. An anti-state traitor, to put it in three words. Kulbergs is a good guy for starting to kick that hornet's nest, but he lacks support and an ideological base. Leftism cannot be defeated with leftism. The redistribution problem will not be solved by a naive hope to decide who does the right things and who obviously does the wrong ones. The distinction between where public money is spent and where it isn't does not have to be based on the rationality of the expenditure. It has to be based on whether it is a state function and whether there is real competition for performing the function. If it is not a state function, we forget about it. Association or its promotion is NOT a state function. Tune in tonight at 19:00 for the first live stream of @partijaMMN on Facebook. We will talk about this parasitism.
What would Latvia look like without civil society? Nowhere. It would be Vitebsk Governorate or the Latvian SSR. Equally great a loss would be the unattained ability of the Latvian people to act together. On the role of civil society and NGOs in Latvian history.https://t.co/Flq4vk5308
@MGruskevics@Brivibas36@AndrisKulbergs@EvikaSilina@VKontrole One can, of course, discuss constitutional precedents, but the facts are that the previous government supported a 50M gift to some companies, a criminal process has been initiated, the Prosecutor General called on the Cabinet of of Ministers to recognize them as unlawful, and the government decided not to do so.
@suvajevs@Brivibas36@AndrisKulbergs@EvikaSilina@VKontrole Why only about this? Because the consequences of this decision can be constitutional, as it will set precedents - how far the Cabinet of Ministers can decide on matters within the competence of one company's board and what responsibility do Cabinet members have?!
@guntarsv Politics is realized not only in the amount of money allocated. And currently, after three budgets have been adopted, I see that the only implementer of policy in budget adoption is the Ministry of Finance. The process is designed so that politicians have as little opportunity as possible to meaningfully decide.
I have never liked the idea that between the state as the money giver and receiver there is an intermediary, a middle layer. In practice, this manifests as so-called troughes - councils and boards. This is an obvious inefficiency - redundant positions instead of streamlining the redistribution of money. And the other side of the coin is that it already hinders the implementation of state funding policy. You elect a new parliament, some politicians enter ministerial posts and hit a wall - what policy can you implement if there is a trough in between? That is is why I am against such mechanisms 'as a class'. Regardless of the sector.
Today Kulbergs' government has the opportunity to decide on recovering 50 million from companies that lobbied for illegal support. Let's see whether AS, NA and, of course, JV will yield to ZZS pressure to do nothing. Or will we continue to hear about NGO 'parasites'? https://t.co/xdSh1Et8ks

@guntarsv The goal is to ensure predictable funding for the sports sector similar to VKKF. The Ministry of Finance has never liked a solution that ties taxes to specific expenditures. That reduces the Ministry of Finance's flexibility - not the Saeima's. The theses you are replaying here are the ones I have been hearing for 4 years.
@suvajevs If we set aside mutual epithets, the only reason to establish this fund was the prospect of attracting private money. That's why that fund started to be promoted. What is the goal now?
An extremely important request from the Prosecutor General's Office to the government - to revoke decisions on support for wood processing companies. That is about 50 million that must be returned to LVM. How will Kulbergs' government act? In the interest of the public or narrow interests? https://t.co/74dTN7beDj

After A.Kulbergs' public statement that NGO representatives are paid for participation in the Cabinet of Ministers and NGO cooperation memorandum meeting (61 eur per meeting; held once a month), social networks also heated up. But what is currently missing from the public discussion on reducing state expenditures? First, leadership - before taking from others, one must start with oneself. The government must first give up its monthly representation expenses (1731 eur for the prime minister; 1534 eur for a minister; credited to the account each month, no need to account for them), reduce salaries for parliamentary secretaries (currently 6804 eur), reduce the volume of business trips, etc. Second, there is a lack of a systemic approach in assessing the usefulness of state and municipal grants to associations in relation to their activities. We spend enormous energy discussing trifles, but we do not address the fundamental problems related to NGO operations and their financing. For reference. Total revenues of associations and foundations (2024 data) are 699 million eur, but 24.3% (169.8 million eur) consist of grants and subsidies. The largest grant allocations are for recreation, culture and religion – 34.10 million eur, education 23.59 million eur. 22,184 persons are employed, and as the only workplace, an association or foundation is for 8,193 persons (36.9% of all employed). What they do: 20% housing management, 17% sports and sports support, 10% culture and art, 13% civil society field (charity, territorial, community and neighborhood development, youth work, democracy and civil society, protection of human rights and individual rights, promotion of volunteering).
I will be interested to see the 'full analysis of state funding to NGOs' - especially regarding the funding that the Ministry of Agriculture allocates to various organizations every year to accomplish the same tasks. Some examples from the Forest Development Fund: -> 1/ https://t.co/eeUETcJYjj
I have informed that last week I participated in the meeting of the Cabinet of Ministers Memorandum Council with NGOs (non-governmental organizations), the Civic Union and other organizations. After the meeting, I learned that the State Chancellery pays participants a remuneration for attending each such meeting (below I attach the information provided to me by the State Chancellery). Yes, exactly for attending the meeting – not for performing specific work or fulfilling a state task, but for participation itself. It should be noted that these same NGOs receive funding from the state budget through SIF programs, as well as from various European Union funds. In such a case, it is no longer correct to call such organizations NGOs. Rather, they should be called GOs – state organizations, or in fact state agencies. I fully support genuine non-governmental organizations that can perform certain functions on behalf of the state much more effectively than the state itself could. However, I find it completely unacceptable that taxpayers' money is used to pay for NGO representatives to attend meetings. Similarly, the overall usefulness of funding many NGOs must also be assessed. Therefore, I have instructed the State Chancellery to prepare a full analysis of state funding to NGOs. Enough of wasting state money ineffectively! After my speech at the LAMPA festival, one of the main representatives of the Civic Union, @AndrisGobins, called me 'to talk', trying to convince me how normal and even obligatory it is to pay NGOs for attending meetings. Our views completely diverged, and Mr. Gobiņš was clearly outraged. In my opinion, NGOs can only be called non-governmental if they are truly independent – without financial dependence on the state, without conflicts of interest, and with a clear goal of defending the interests of their members. A good example is Twitterconvojs – an organization that, without any state funding, has delivered more than 3,000 cars, donations, equipment and other aid to Ukraine, helped solve several important state tasks, and has never asked for money either for attending meetings or for its work. That is what a real non-governmental organization and true civil society look like. What are your thoughts? Comments? Do you agree or disagree?

The National Alliance party 'All for Latvia!'-'For Fatherland and Freedom/LNNK' apparently is in those partner organization relations you mentioned, because members from NA were seen in large numbers at the festival 'Lampa' - Indriksone, Grasbergs and other NA politicians. https://t.co/xQvVzGj0CT
Really @MarisKucinskis won't provide a summary of how many and which state institutions have paid for the festival @FestivalsLAMPA organized by the Soros fund and the Eberhard fund, partner organization of the Vienotība party? #budgethttps://t.co/Yf0byvQP0H
Andri, storyteller Munchausen lost credibility already a month after I took office as Minister of Transport. His desire was to continue demanding more and more state money. That was put to an end. The company's strategic goals and the shareholder's expectations letter were changed. After that, airBaltic attracted a highly qualified manager who, I assume, has also introduced you to his vision. I hope you are confident in the development direction he offers. Since the beginning of this year, the airBaltic team has been working on the company's further development plan, and the final business plan was submitted on May 31. I have not reviewed it because my last working day was May 28. However, in April and May I followed airBaltic's operational indicators every week, so I have a fairly clear idea of what this plan should look like. The main prerequisites for change at airBaltic during my term - within a year and three months - were created. I asked only one question about your and the finance minister's communication. At first it is said that the business plan is accurate and feasible, then - that there is no business plan, but at the same time the finance minister publicly mentions the narrowing of the company's operations as the main solution. This raises legitimate questions. The decisions will be difficult, and airBaltic will still have a lot of homework to do over the summer. But the state, as the largest shareholder, must act responsibly to achieve the best possible result for the company and taxpayers. Clear, consistent communication is an essential part of supporting the right and sustainable decisions.
Ati, I would rather stay quiet in your place... it was Briškens' and then your responsibility and your inability to act in time. Should I remind you who gave injections from citizens' tax money to AB without any business plan, without assessment?... AB came, asked, you gave - without blinking an eye. (At least credit to you Ati for the courage to deal with Munchausen, but what next?)
Can @AndrisKulbergs explain what the current plan for airBaltic is? On 15 June it was stated that airBaltic's business plan is concrete, precise and feasible. Today there is a claim that there is no business plan. Meanwhile, Finance Minister @MarisKucinskis notes that it is important for Latvia to maintain the national airline, but most likely its operations will have to be scaled back. The public needs clear and consistent communication. The goal cannot be expanding or shrinking the company per se. The goal must be a financially sustainable company. A decision has already been made that airBaltic must be self-sufficient and able to operate without regular state financial injections. Therefore, the business plan must provide for an efficient and profitable route network, only economically justified ACMI agreements, and only then the number of aircraft needed for this model. It is also important to sort out finances, which would require the involvement of private investors. Only then would there be a state capital injection to ensure 25% plus 1.
@KokinsIngus@DienaLv@Finmin@MarisKucinskis@airBaltic There is no real business plan in line with new market conditions. I expect it within a week from the AB board and Minister Kozlovskis of the Ministry of Transport.
Science will certainly say “thank you.”
I just want to remind — no benefit has ever arisen without a research base. Human progress is driven by knowledge about the most diverse questions — not only about what seems important to one person or, conversely, unimportant. https://t.co/s59fKCoCGf
@bizenajs_V2 I can't stand these wasteful, pointless research projects... I think it annoys not only me but the whole society. I asked the office to consider a solution to impose a moratorium, so that the usefulness of all research is assessed. That will take resources and time, but better that than waste.
✅ Finally done: 10% tax without bureaucracy and paperwork!
What changes?
🔹 No registration with the SRS - provide services without registering economic activity.
🔹 No declarations - forget about complex forms and reports.
🔹 The bank does everything - using a business account, the bank automatically withholds 10% tax and sends it to the state.
This is a long-awaited step to reduce the administrative burden and allow people to work legally, without unnecessary stress. If annual turnover does not exceed €25,000, an individual no longer has to do anything - just do their work!
We promised to simplify the system, and we have done it. Less paperwork, more time for what really matters.
