Day No. 90 in the prime minister's chair (Thursday, Oct 1) – SPECIAL ANNOUNCEMENT TO ALL ILL-WISHERS – 80% of the government's work HAS BEEN DONE! A decision on RailBaltica has also been adopted; 📊 79% of the ministers' TOP3 priority tasks — DONE. Today we reviewed the results of the first four months of the government's work. Of the 61 priority major TOP3 tasks of ministers, 48 have been completed — 79%. Of the 106 planned smaller tasks, 88, or 83%, have been achieved. In the remaining month the government will work, we will complete the remaining 20%. Among what has been done since the last meeting this month: - 4 ministers have completed their tasks 100% o @VARAM_Latvija @Edgars_T main achievement = the election system has been developed and handed over – the mark for the work done will be given by voters on October 3. o KEM @JanisVitenbergs main task is the launch of the heat market overhaul – the Rīgas Siltums tariff rectification plan with 12 points and clear deadlines. o @Tieslietas @EdvardsSmiltens prepared the law on the status of 30,000 Ukrainians in Latvia, so they can work and stay after March 1, 2027. o @EM_gov_lv @valainis completed the simplified construction process (bureaucracy genuinely reduced); fast-track coordination for street vendors and businesses introduced. ✅7 ministers have almost completed their Top3, just 1 completed task short as of today o @Finmin @MarisKucinskis almost completed all tasks with Tuesday's Finance Ministry report and cost-control measures already by the end of 2026. o FinMin completed an important task – all procurements will be published from the first €, done ahead of the 2028 date set in law. o @Iekslietas @janisdombrava submitted a revised migration report and an immigration-fighting plan. ✅Remaining tasks – ministers still have a month left, until November 3: o 4 tasks require a political decision to be completed; o 2 tasks depend on the adoption of the new EU MFF multiannual budget; o 1 task - @veselibasmin @H_AbuMeri the unified appointment system will be completed within a month, once the cybersecurity tests are finished. Tasks completed in 4 months, in addition to the government declaration: ✅The problem of NGO money-wasting and opaque funding allocation has been brought to the fore. The Finance Ministry has been tasked with developing a clear funding allocation procedure, with an efficiency assessment and the application of an open competition. ✅Suspension of the TET/LMT non-commercial transaction, preparation of a new, transparent solution that meets state interests. ✅Cooperation with FRANCE achieved to strengthen Latvia's security. ✅At the Eastern flank prime ministers' level, support achieved for the €7 billion initiative from the new EU MFF budget, where the justification is to be sought in the impact from the aggressor state in the East and the war in Ukraine. ✅Construction of the 6th stage launched at the airport – the new terminal that had been delayed for years. ✅Cybersecurity – requirements for the security rules of critical infrastructure data centres adopted, work that had not been done for 2.5 years; in this government we did it in 1 month. o Cybersecurity monitoring equipment installed for 15 critical IT systems https://t.co/3UE7BCYahN for infrastructure protection/monitoring. ✅ICT moratorium – with the support of the European Public Prosecutor's Office, a cartel in state IT procurement has been halted. The imposed procurement moratorium stopped corruption, saved €21 million in the state budget and forced ICT projects worth €130 million to be reassessed, whose usefulness must be evaluated from zero. ✅A historic decision on the centralisation of ICT systems achieved; ✅Operation "VILKATIS" made it possible to neutralise a Russia-organised hybrid attack of illegal migration through Belarus, combining the border guard, the state police, the national armed forces and KVC. ✅OCTA regulation – I have personally been driving amendments in the Saeima for 3 years, so that a traffic accident victim is protected by an insurance guarantee fund if the guilty party flees the scene. In addition, it will be decided that an OCTA accident victim can turn to their own insurer instead of the guilty party as today. This will finally change the historic mistake, shifting the emphasis from the cheapest price to quality. The government's work is not finished. Until the end of the government's mandate, we will not slow down the pace. More on #RailBaltica in the next post 1/2

@Dairis_Mr_21 @Broks @AndrisKulbergs Well, I cannot agree, Dairi. That is not so. Quick examples: - ICT procurements were halted so the state would not be defrauded. - airBaltic finally made a decision. - reduced the excise tax; - 52 million for teachers; - He slurped up Braže's soap, getting million cases from FRA. I am only naming the most visible ones publicly.

@CerinsAivis @Broks @AndrisKulbergs I can no longer listen to Kulbergs's chatter; in reality he does nothing, only talks. Everything he supposedly promised on his behalf is hidden and set far away, nothing happens. Neither the NGOs, SIF, nor the bloody grain transit. What do you call such people?

My clear position on the TET/LMT corporate deal and on the solutions that are coming soon https://t.co/KioPq1qql0

At a meeting with the President of Latvia, Prime Minister @AndrisKulbergs stressed that, although the process in its current form has been halted, the merger of Tet and LMT is a correct and necessary solution for Latvia. https://t.co/OPWjwvTffo

Day No. 77 (WEDNESDAY 16 Sept) — Meeting with the President and the Security Council The day began right away with serious matters: ☀️ Early morning with TV Panorama 🤝 Meeting with the President ➖ We discussed Russian grain transit and the government's plans to stop it ➖ In connection with @airBaltic, we discussed the possibility of postponing ETS aviation fuel CO2 quota payments – an EU decision to freeze CO2 quotas in the aviation sector should be pushed, because combined with the huge impact of the Hormuz conflict on aviation fuel prices (rise from €660/t to €1,800/t), CO2 quotas at the same time will kill small and medium-sized airlines in the EU. ➖ We discussed readiness for the elections ➖ The President announced his visit to the US, where the American ambassador to Latvia has arranged for Latvian entrepreneurs to meet simultaneously with 200 top-level US entrepreneurs for networking and cooperation – a very welcome step, as it confirms our shared desire to change the situation to increase US investment cooperation in economic development. 🏛️ National Security Council (NSC) ➡️ We heard from the Ministry of Justice @EdvardsSmiltens, the Ministry of Environmental Protection and Regional Development @Edgars_T and the Central Election Commission on readiness to hold safe elections ➡️ All systems have been successfully transferred from VARAM to CVK. Load and cyber tests have been carried out, results are good. ➡️ The elections can take place! 👥 Meeting with a youth organisation at the Drone Centre – where Latvijas Finieris supports drone training and testing with superb premises 💪🇱🇻

For the Prime Minister, every day is like Monday 🎙️ A year after our first conversation, I am again a guest on the podcast “Virziens”. Back then I was a Saeima deputy. Now — Prime Minister. The position is different, but the conversation is still open and on familiar terms. In four months you can get a lot moving, but you cannot remake a country in one go. Problems that have been accumulating for years cannot be solved with one loud statement or another “restart”. In this conversation we talked about things for which there are no easy answers: 💶 how to sort out state finances without pretending that the deficit will disappear on its own; ✈️ what is actually happening with airBaltic and why the state can no longer bear the whole burden alone; 🚆 how to finish Rail Baltica sensibly, rather than keep paying for past mistakes; 💻 why the state still overpays for IT solutions; 🏢 how to manage state companies more professionally and finally make capital work; ⚖️ why politics is not a business and why decisions there take more time; 👨‍👩‍👧‍👦 what the prime minister's job demands from a family and why in this position every day is Monday. Without slogans and embellishment. About what I have seen in four months, what we have started to change, and what still lies ahead. If you want to understand not only what the government is doing, but also — why, watch the latest “Virziens” episode. 👇 🎥 https://t.co/3faT9tGL9H

@GirtsKarnitis @realNepareizais I think that only one annoying thing is wasteful (by definition greater in any public administration compared to the private sector), but the other is that I predict and hope that the European Prosecutor's Office will get involved not only in IT procurements.

@guntarsv @realNepareizais Do you also have something to say about the wasteful squandering of distributed money ((c) Kulbergs)?

Latvia needs to involve 'white hackers' in strengthening national cybersecurity. 👨🏼‍💻 There must be a clear distinction between malicious intrusion and data extortion versus situations where a person discovers a system vulnerability and responsibly reports it. Therefore, work is underway together with other ministries on legislative amendments and a clear procedure for legally discovering and reporting such vulnerabilities. Latvia is a small country, and in the field of cybersecurity we need the knowledge of all capable people. The state's task is to create a system where honest help is used for public safety. Day No.74 in the prime minister's chair (Wednesday) — TET data center, debates and 🇺🇦 Budanov at the Motor Museum. 🏢 OPENING OF TET DATA CENTER IN SALASPILS Latvia must become a leader in speed in the application of artificial intelligence. Did you know that TET stores almost 20% of Ukraine's state data on Latvian servers and provides cybersecurity services? We opened TET's new DC7 data center @SalaspilsLv — one of the most modern data centers in Latvia, also built for artificial intelligence technology needs. ➖️ Meets high security standards and is certified for Tier III level. ➖️ Data can be stored right here 🇱🇻 in Latvia, while creating backup infrastructure in Europe if needed. ➖️ The data center is connected to the largest optical internet network nodes in Latvia and international internet exchange points in Europe. ➖️ Even drone detection capabilities have been established. ➖️ A particularly good example of using residual heat in cooperation with Salaspils Siltums — the generated heat is not simply released into the air, but is used for heating. This is exactly what modern infrastructure projects should be — security, technology and energy efficiency in one place. 🛡️ THE RIGA CONFERENCE BUSINESS FORUM 2026 — “SECURITY AS A DRIVER OF GROWTH” At the LU business forum, I emphasized a simple principle: Strong security is possible only together with a strong economy. Latvia invests approximately 2 billion euros annually in defense. My goal is to ensure that 30–40% of this money returns to the Latvian economy, developing our own defense industry, technologies, manufacturing and exports. A secure border cannot exist without a strong economy. 🇱🇻 @amchamlat UKCHam NordicsCham DEBATES WITH PRIME MINISTER CANDIDATES In the debates, I put the main emphasis on the economy, a balanced budget and Latvia's ability to earn more. My formula is simple: 💪 Strong economy = strong defence 📈 Strong economy = strong development 💶 Bringing new money = new economy 🌍 Export — including military industry 🏦 Less excessive caution and restrictions in the banking sector Latvia needs an economy that not only distributes existing money, but can create and attract new money. 🇺🇦 KYRYL BUDANOV AT THE MOTOR MUSEUM Meeting with Kyrylo Budanov at the Motor Museum. We talked about: ➖️ 🇺🇦 Ukraine's view of the security situation and the time we have to prepare; ➖️ 🇷🇺 The issue of Russia's stolen 🇺🇦 Ukrainian grain; ➖️ Latvia's readiness to help Ukraine with its grain exports. And another very apt comparison by Budanov, standing next to Brezhnev's Rolls-Royce. He described Russia's approach roughly like this: if Russia cannot fix Brezhnev's Rolls-Royce, it is simpler not to fix the car, but to ban Brezhnev from driving it. A fairly precise example of how the 🇷🇺 system works. 🙂 I also gave 3 interviews, Polish TV, EuroNews and UKR press. Everyone was interested in the security issue, Latvia's readiness, peace talks in Ukraine and Russia's attack on NATO.

We continue to improve the procurement system in Latvia - a draft regulation has been prepared on my initiative, providing that a single contracting authority or public service provider will be able to purchase software development services in the e-catalogue during a year for an amount not exceeding 140,000 euros.

Ukraine's victory and the path to the European Union are in the security interests of all Europe. Latvia and Lithuania support this path, accelerating it with practical experience and expert knowledge. In Kyiv, together with the Lithuanian Minister of Justice and the Ukrainian Minister of Justice, we agreed on closer cooperation in several strategically important directions: 🇪🇺 reforms of Ukraine's judicial system and the EU integration process; ⚖️ strengthening the rule of law and the fight against corruption; 🛡️ resilience of judicial institutions and continuity of operations in crisis and war conditions; 📄 documenting international crimes committed by Russia and bringing the guilty to justice; 👧 return of Ukrainian children illegally deported by Russia; 💻 digitalization of the judicial system. At the same time, we have much to learn from Ukraine. In Ukraine, courts and judicial institutions continue to work despite attacks, damaged infrastructure, disruptions in energy supply, and an enormous workload. Ukraine's experience also strengthens the readiness of Latvia's and Lithuania's judicial systems for crises and the ability to resist Russia's attempts to use legal proceedings as a hybrid warfare tool. We will continue to jointly advance the establishment of a Special Tribunal, an international compensation mechanism, and practical solutions so that victims receive justice, and the aggressor Russia faces inevitable consequences. Ukraine can rely on Latvia and Lithuania. Our support will continue for as long as necessary – until a free and European Ukraine. 🇱🇻🇺🇦🇱🇹

Today in Kyiv, together with Ukraine's Minister of Justice Denys Maslov, we signed a cooperation memorandum between the Latvian and Ukrainian Ministries of Justice. 🇱🇻🇺🇦 Ukraine's path to the European Union currently largely leads through rule-of-law and justice reforms. Latvia is not only a political supporter in this process but a practical partner, sharing its experience and expert knowledge where they can help Ukraine the most. Our two countries' justice institutions already have good cooperation experience. Now we will deepen it precisely in implementing reforms needed for European Union integration, strengthening the rule of law, digitalisation, and the fight against corruption. Cooperation is mutual. Ukraine gives us unique experience in ensuring the work of courts and justice institutions under war and crisis conditions. We must learn from it, also strengthening Latvia's resilience. 🤝 And there is another common task on which there can be no compromise: Russia must answer for its aggression and the international crimes committed. Latvia will stand with Ukraine until the day justice prevails! 🇱🇻🇺🇦

Day No. 74 in the prime minister's seat = Safe elections; PVD will check grains; Skola2030 changes A very long Cabinet meeting with loaded issues. This time, the proposals submitted by ministers were of inadequate quality, but it was a choice to finally make a decision with longer discussions in the Cabinet. We adopted: 1. We will check 🇷🇺 grains in transit = we strengthened amendments to finally allow PVD to carry out checks. Thanks for such a quick reaction @uldisaugulis and @Zemkopibas_min for arranging the documents. Here, 🇺🇦 services and experts will help (we agreed with the 🇺🇦 prime minister) to identify stolen 🇺🇦 grains. The Ministry of Agriculture must sign a contract with the DEFRA laboratory like 🇱🇹, and implement immediate testing procedures. We are moving forward with the rest of the work. 2. We adopted amendments to SKOLA2030 to finally bring clarity for students, parents, teachers, and educational institutions. We reached an agreement. @IIndriksone is one of the TOP3 tasks. • Natural sciences, reading, and mathematics skills are declining sharply. The curve is rapidly downward. • In this school year, at least one test in each subject can be corrected. • We will abandon the mandatory weighting of summative assessments. From this school year. • Significant change – in 9th grade there will be a centralized exam in natural sciences. There will be no 20% threshold. It will not affect admission to 10th grade. • We are bringing back the French language exam as a centralized elective. From this school year. • The requirement for high school students to take at least one advanced-level exam is cancelled. It can be done voluntarily. • Threshold for exams. I also personally support keeping the 20% threshold. We leave this issue for the next government to assess. • The schedule of state tests for the 2026/2027 school year has been approved. 3. We adopted to move forward with amendments to universities to stop "pseudo" students that increase migrants. Migration control in universities. We listened to the Ministry of Education and Science, discussed. We listened to the Association of Private Universities. The system needs to be organized, but all sides must be heard. Approved to move forward to the Saeima. 4. The Ministry of Environmental Protection and Regional Development @Edgars_T has done a huge job in 4 months coordinating the development of IT systems for the 15th Saeima elections. Now the systems have passed all tests and have been approved at the Cabinet meeting and handed over to the CVK for implementation. The mark for the done work will be given on election day.

⚖️ Judges' time should be devoted to examining cases, not to unnecessary bureaucracy! Riga City Court is the largest and busiest first-instance court in Latvia. Every year it examines and processes: 🔹 approximately 10,000 civil cases 🔹 more than 2,000 criminal cases 🔹 more than 125,000 undisputed civil cases and land registry cases 🔹 and thousands of other matters. Such a workload requires practical solutions. Therefore, we must: ✅ accelerate the automation of standardisable and technical processes ✅ purposefully introduce artificial intelligence solutions ✅ reduce bureaucracy in the daily work of judges and court staff ✅ strengthen human resources and legal support for judges. Technology must make court work easier while preserving human control and all legal protection guarantees. Today we discussed these practical solutions at Riga City Court together with the court president Anda Briede and her deputies. The goal is clear – a faster, high-quality and predictable court process that protects people's rights and strengthens trust in the rule of law.

Economy 🤝 justice Latvia's economic growth and competitiveness are closely linked to entrepreneurs' and investors' trust in the state's legal environment. An investor must have confidence that their rights will be effectively protected. That is why today I invited entrepreneurs, representatives of the judiciary and the financial sector to a discussion, outlining future work directions: ✅ speed up the examination of civil cases and prevent deliberate delays in litigation; ✅ promote judicial specialization and uniform court practice; ✅ make greater use of digital solutions and artificial intelligence; ✅ strengthen mediation and other alternative dispute resolution methods; ✅ reduce unnecessary bureaucracy and procedural burden. The rule of law is not an obstacle to business. An effective judicial system is one of the most important competitive advantages of Latvia, so I will continue working so that entrepreneurs in Latvia can rely on a fast, high-quality and predictable court process! I have a concrete proposal regarding the CSDD data leak. No compensation is needed, nor are forms and bureaucratic red tape. What is needed is to provide individuals with a single 'button' on the latvija.lv portal. It would be called - I want to change my personal code. Then you are informed where you can receive all related documents for free. Passport, eID, etc. The state has all the registries and knows the types of documents.

After the CSDD data leak, the directorate has received around 2,000 incident-related submissions, including compensation claims. Ready-made submission templates have also been circulated on social media. CSDD, however, urges not to rush to demand compensation and to wait for the results of the Data State Inspectorate's investigation. Meanwhile, people are currently making little use of the opportunity to change, for example, car license plates after the incident. 🖥️ https://t.co/GnHdujV0Zt

📡 To improve communications in Latvia, internal roaming between mobile operators must be introduced. I personally experience this regularly when traveling to regions of 🇱🇻, and I hear the same from colleagues and people across Latvia — mobile communications may have become worse in many places. Call drops, lost coverage, insufficient coverage. One possible reason could be — we have rapidly transitioned to 5G, which requires a denser network of base stations, while the declining role of the 2G network in certain places may affect coverage availability. One solution — internal roaming within Latvia between LMT, Tele2, and BITE. That would mean: if your operator's network is not available in a specific location, your phone could in certain cases use another operator's network. This would allow more efficient and rational use of existing infrastructure, improve communication availability and, importantly, increase 🇱🇻 resilience in crisis situations. I looked into what's happening with this issue. It turns out — such an initiative has already existed! All operators have even agreed to it, but the issue has remained "hanging" in the MK TAP portal after submission by @Sat_Min. Perhaps it was simply forgotten along the way. 👉 I tasked the office to find out where this issue is stuck and move it forward. Communications are not just convenience. In a crisis they are part of national security and resilience. We must use everything that is already at our disposal so that 🇱🇻 is more prepared.
