🇪🇪🇱🇻🇱🇹 Met with Latvian and Lithuanian Justice Ministers @EdvardsSmiltens and Rita Tamašunienė in Tallinn today. On Ukraine’s Independence Day 🇺🇦, our message is clear: Russia’s aggression and international crimes must have consequences. The Baltic States stand united in supporting Ukraine and ensuring Russia is held accountable. We also discussed Belarus’ weaponisation of migration and the importance of close Baltic cooperation on Rail Baltica.

We in Latvia have the lowest electricity consumption per connection in the whole 🇪🇺, which means very expensive infrastructure per number of inhabitants. Switching to underground lines is a huge cost that will not be affordable for users. That is achievable if we doubled consumption per connection (which is achievable if we made strategic political decisions).

@AndrisKulbergs Why doesn't ST massively replace overhead lines with cables? Because profits have to be paid into the budget and there is no money? If there were cables, then, after repairing 5 damaged substations, electricity would be restored. Now, in addition to substations, every overhead line to every village through forests must also be repaired. Not smart.

A stop on Latgales Street. Built two years ago and already redone twice. A few weeks after the last redo it already looks like this. That's what happens when you put cobblestones on bare sand. In spring there will be repairs again, but who will pay for that @VKleinbergs ? https://t.co/OWSJNikt0j

This storm was a painful dress rehearsal for Latvia's and every person's readiness to overcome crisis situations. Thank you to firefighters, medics, police officers, electricity network crews, municipal workers, volunteers and everyone who is still working to help people and restore critical services. The storm showed an unpleasant truth: if electricity disappears over a wide area, many other critical everyday services also start to stop. Many of us were affected not only by the lack of electricity. Mobile communications and internet were disrupted, fuel stations, shops, ATMs, payment terminals and traffic lights did not work. Traffic and train movement were disrupted. In places, water supply and sewerage operations were endangered. Even operational services in some places had difficulty refueling their vehicles. The storm also revealed a problem with cash circulation. Without electricity and internet, card payments may not be possible, and ATMs do not work. Under these circumstances, cash becomes a critically important reserve means of payment. There must be a clear action plan by the state, banks and merchants on how to ensure the availability and circulation of cash during a crisis. People reported that in some shops, bread and drinking water ran out within three to four hours. We need to assess whether shops and logistics networks are ready for a rapid increase in demand and can ensure the supply of essential goods also when electricity, communications and electronic payments do not work. Equally important is the operation of pharmacies and the availability of medicines. What happens if a pharmacy has no electricity, internet or access to e-prescriptions? Where can a person get life-saving medicines? How is the public informed about working pharmacies? There must also be a clear crisis algorithm here, not improvisation after the event. Unfortunately, today I did not find a unified, comprehensible and regularly updated overview of the situation. People had to search for information themselves on the websites and social media accounts of various institutions, companies and municipalities. But during a crisis, a person must be able to get answers to very specific questions in one place: ❓ Where is there no electricity? ❓ Where are mobile communications and internet not working? ❓ Which roads are closed and where is public transport disrupted? ❓ Where is water supply and sewerage endangered? ❓ Which shops, fuel stations and pharmacies are operating? ❓ What exactly is being done? ❓ In what order are damages expected to be repaired and services restored? Such information must be unified, verified and regularly updated. At the same time, there should be a backup information solution for situations when people have no electricity, internet or mobile communications. Once the acute crisis phase has been overcome, I expect a comprehensive assessment from the Crisis Management Center on how the state overcame this crisis, what worked, what did not and what urgently needs to be improved. The assessment must conclude with a concrete action plan, specifying those responsible, deadlines and necessary investments. But responsibility is not only on the state. Also every Latvian household must critically assess whether we seriously took the previously distributed warnings and whether we can cope for at least 72 hours without electricity, internet, shop, ATM and immediate operational services help. Do we have drinking water, food, necessary medicines, a flashlight, batteries, a charged external battery, a radio and cash at home? Does the family have a comprehensible action plan? Do we know how we will help children, seniors, neighbours and people with special needs? This time it was a storm about which we received advance warnings. The next crisis may start without such warning. I am currently in Ukraine, where they have to deal with an identical situation every day. Yesterday I saw with my own eyes how crisis coordination systems are integrated into a military command center, where you can see every service online - VUGD, police, medicine, gas, municipal services, rescuers... all. I will bring this system to Latvia.

I have such an awkward question for all our electricity supply giants. Why do we still have so many power lines that can be torn down by trees felled in a storm, and why haven't these dangerous trees been cut down long ago?

@kukseriks At the moment nothing depends on the government anymore. Regardless of who flies where and what anyone thinks about it.

@guntarsv Looking at it from all sides, we need to get rid of airBaltic as soon as possible. The place won't stay empty, tourists will fly in with other airlines. Better a shitty end than shit without end. Right now that company is needed only by its board and council and, it is not excluded, by some cardinal...

Andris is still laughing. And it's unclear whether it's through tears. I haven't for a long time. The previous government spoke beautifully and many people believed. Meanwhile, as a society, we systematically and inevitably continued to lose hundreds of millions. Not only with Ošlejs' ballads, but with the hands of completely real and decisive people. They are not a rarity, the typical level of a Twitter commenter. Ordinary people. My heart truly hurts. Physically. When I first became acquainted with the company's situation from the inside and came out of the Saeima meeting, psychosomatics kicked in. It stabbed my heart. No, no heart attack. You may not believe it, but since then I no longer smile at meetings. I watch with incomprehension the bustling carefree faces that are typical of all corporate governance meetings. For example. This week I participated in a meeting about RailBaltic. There, the Saeima representative emotionlessly announced that the construction technical specification specifies gravel that is not available in Latvia at all. Only on Mars. And nobody found that strange, the meeting continued. I decided that it's a victory. Have a nice evening.

“In 2024, Evika Siliņa called this a ‘very successful deal’. It seems to me that after two years we finally have the opportunity to assess how successful it was.” “340 million euros at 14.5 percent. Then another 40 million. Total 380 million. At the time, even financial market experts publicly said — this was the most expensive bond rate in Europe that year‼️But the government told us about a success.” “If the market asks a company for 14.5 percent, that is not a compliment to the company. It is a very loud warning signal.” “And that is precisely where my main complaint against the previous government lies. If you borrow money at 14.5 percent, a fundamental corporate transformation plan must be on the table that same day — what the fleet will be, how costs will be reduced, how the capital structure will be arranged, and when a strategic investor will come in.” “Instead, we continued the growth story. Now, two years later, we have Seabury, creditor negotiations, preparation of a new plan, and discussion about who will give the next money.” “That is why I sometimes look with a certain envy at the previous government’s optimism. Borrowing at 14.5 percent and calling it a very successful deal — you really need to know how to be that optimistic.” “Our government will not repeat this mistake. First restructuring. First creditor participation. First a viable airBaltic. And only then a conversation about whether the state still has to finance anything more.”

Today in the Saeima we are considering the question of possible state involvement in stabilising airBaltic's finances. airBaltic is needed for Latvia. It is our connectivity with the world, jobs, tourism, exports and the opportunity for Latvian entrepreneurs to be in international markets. At the same time, the state cannot be the sole financier. The new plan also envisages private investor participation, a more efficient fleet, debt reduction and Riga as airBaltic's main hub. During the previous government's term, we changed the company's management and tasked it with developing a new, sustainable business plan. Today we continue this work. It is important for us to preserve an airline of strategic importance to Latvia, while protecting taxpayers' interests. 🇱🇻✈️

@NaurisVizulis @airBaltic The wet lease, to my great surprise, is 'bad' over the course of a year - one can sense what a 'good deal' Gauss struck under the then Ministry of Transport leadership.... When I saw this, I couldn't believe it.

In this whole @airBaltic saga, I want to ask @AndrisKulbergs - does the wet lease 'project' for a single aircraft come out with a plus or minus sign over the year? Because previously everyone praised how profitable it was, today it suddenly turns out that winter is the problem. But (Summer profit) > (Summer + Winter costs)?

THE FULL TRUTH ABOUT AIRBALTIC

❓ What is actually being decided today about “airBaltic”? Most important - Saeima today is not deciding on granting new money to “airBaltic”. Today's decision is about whether the state will retain the opportunity to participate in negotiations with “airBaltic” creditors and defend Latvia's interests in the company's restructuring process. The situation is not simple. “airBaltic” has accumulated large debts, and the previously raised expensive bonds have placed a heavy financial burden on the company. Continuing to simply invest taxpayer money is not a solution. But allowing the company to cease operations would also be irresponsible. “airBaltic” connects Latvia with the world, provides jobs, and is an essential part of our economy. Therefore, an opportunity is currently being given to try to sort out the company. For the first time, there is a concrete plan - reduce the debt burden, sort out the company's operations and finances, and then attract a strategic investor. The state cannot and must not in the long term alone maintain the airline. ❗ So what does Saeima decide today? - defer the state's due 18 million euro loan payment; - give the opportunity to restructure existing state claims; - allow the state to participate in bondholder negotiations and be at the table where the future of “airBaltic” is decided. This is not a decision to grant “airBaltic” another 30 million euros. If a specific state financial investment is needed in the future, it will have to be decided separately. The choice now is harsh - do nothing and risk the end of “airBaltic” operations, or use the last opportunity to sort out the company while defending taxpayer interests. The goal is clear - an “airBaltic” that can fly and earn without regular state money injections, and a strategic investor that, together with the state, takes responsibility for the company's future. Latvia needs good connectivity with the world. But Latvian residents should not have to endlessly pay for the airline's losses. #APVIENOTAISSARAKSTS #airBaltic #Saeima #Valdība #AndrisKulbergs

Why not? And what is it? https://t.co/pNex1j5q9U If 'the lobby wasn't done in time', then it is 'bad'. You cannot dismiss state affairs with lobbies. There must be logic, clear justification, and error in lobbying.

@jureits @LVceli @skreine .. but here in the title itself is TEN-T and TEN-T network does not include a highway to Latgale. TEN-T gives priority to financing and, yes, the lobby wasn't done in time for it to be included.

@GirtsKarnitis No, it won't. We won't drip anything. We'll do everything possible so that AB flies and the most important decisions are made today and the Saeima has to adopt them next week.

@AndrisKulbergs As I understand, that half-alive AirBaltic will be dripped a little bit until the elections, so that it doesn't die, but also not to unnecessarily irritate voters. After the elections we will finally find out how much that pleasure will cost us.

Day No. 55 in the Prime Minister's seat. A dense day with real work in combating illegal immigration, controlling ministers' work, and evaluating the AirBaltic Strategic Plan. 🐺OPERATION 'VILKATIS' - In the morning, at a press conference we introduced the media to a new operation for the security of Latvia's eastern border. After five years of fighting illegal migrants, we are turning against the causes, not the consequences - using human resources and equipment more effectively. The Cabinet of Ministers today decided to establish a special working group, coordinating actions with Lithuania, Estonia, Poland and other countries in the region. If specific measures take place in a particular area, residents will be informed. Thanks for cooperation to the Interior and Defense ministers. We prove once again that only by working as a strong team can we achieve a result. Why the name 'VILKATIS'? Because it's Latvian and with strength. Strange interview @letanewslv - the questioning of PM candidates 'WHAT WAS THAT AT ALL?' - I want to ask what that really was??? It's good that politicians are made to report, but somehow there was totally a lack of even one question about the future, about what I plan to do... I still don't understand what they wanted to tell the viewer. https://t.co/kKbJUSOE97 📋 MINISTERS TOP3 WORKS PROGRESS - At the action discussion we reviewed the implementation of priority works. 7 priority measures completed, 26 activity results - from cooperation with Ukraine in the defense sector to reducing medicine prices and a decision on hospital network reorganization. In September, 9 more are planned to be completed. We have left a lot to the last moment, BUT positively, the ministers approach it with responsibility. The most important task for the ministers is to complete ALL works before the elections. I told the ministers - I am available if support is needed. There is little time. We must focus on priorities. That's why there is no more time for populism and topics that are not Cabinet-level issues. If the approach doesn't change - in the future I will include only Declaration issues in Cabinet meetings, because this government's term of office is limited. ✈️ AIRBALTIC - In the closed part of the government meeting, we heard the Transport Ministry's report on AirBaltic. A good plan for me means five specific things: private partners provide new financing, the state maintains significant participation, Riga remains the main base, no new state financing is needed, and a strategic investor is attracted. If these five conditions are met - that is a plan the market also believes in, not just one that looks good on paper. Is that how it is now? In any case, the company must be put back on 'solid feet'. The current problems are the result of ill-considered decisions made in previous years. After that followed many different questions that we discussed in both the open and closed parts of the meeting. I will share some of them. 🙋 NOT ALLOW VOLUNTEER WORK AT BUSINESSES? - We discussed such a proposal. In my opinion, absurd!!!! Young people want practice, are ready to work without remuneration - that's exactly how they gain experience. With such a regulation we exclude the possibility to do so, for example, helping to organize concerts, festivals or sports events, etc. Currently there is no generally regulated form of how a young person can gain experience in a company without an employment contract. But should volunteer work be banned altogether because of that? All that needs to be done to remove shadow economy risks is for SRS to develop a solution. 📜 PUBLIC BENEFIT ORGANIZATION LAW - This made me smile. One organization demands paid membership in a commission, the establishment of which is determined by the Saeima. The purpose of the law - to reduce the bureaucratic burden, simplifying the approval of commissions. FULLY SUPPORT. But SRS already has its own control mechanism. It is clear that SRS can decide independently. Also without a commission. 💻DIGITAL GOVERNANCE - In the government, together with Edgars Tavars and VARAM we continued improving Digital Services. We agreed in the Cabinet of Ministers on the European digital identity 'wallet' (EDIM) - a voluntary tool that will not fully replace identity documents, but will include e-address functionality. 🏗️We approved VARAM's initiative in procurement, the possibility to use ready-made, market-available solutions. This will allow trying out the rarely used 'design dialogue' procurement form. ⚠️'SILENE' AND 'VIENTUĻI' equipping feasibility - We heard Transport Minister Rihards Kozlovskis. The project is good, but I am concerned about the ICT costs that add up. The task - SM together with FM, IeM and VARAM to evaluate the costs.
