Day No. 60 (TUESDAY) — cybersecurity, border, and order in state administration Tuesday started immediately with serious questions: 🛡️ Extraordinary meeting on cybersecurity ➖️ CSDD data security incident. I have already published a separate video about this, so I won't repeat it all. 🔗Links: [https://t.co/AXkr1kIlhC] 🏛️ Cabinet of Ministers meeting ➖️ VILKATIS — data on pushed-back border crossers shows that the operation is working. A migrant transporter was also detained at the time of committing the crime. ➖️ The second tunnel has been discovered on the border. For comparison — in Lithuania, a total of 7 tunnels have been discovered. This again shows with what methods they are trying to test and circumvent our border security. ➖️ We also advanced a draft law on the use of land for national defense needs, so that in acute and nationally important moments we could act quickly rather than get stuck in procedures. 👥 Prime Minister's office meeting and work planning ➖️ NGO Memorandum Council — the State Chancellery has prepared changes to the procedure. Payment for Council members for participation in meetings at the ministerial table will be abolished. I believe that participation in dialogue with the government cannot in itself become a paid position. ➖️ In the re-announced competition for the Director of the State Chancellery, where requirements were normalized and made more reasonable, 18 applications have already been received. In the previous competition there were only 6. That is already a good signal. I hope that among the candidates there will be capable people with the ambition not just to administer the system, but to help change it. 💪🇱🇻 I congratulate my office colleague and advisor @Bolevics on obtaining the honorary family status of 3 children – the birth of a daughter!!! We in Latvia need large, strong families. Health to the mother and children.
From@AndrisKulbergs🚨 CSDD CYBERATTACK — NEGLIGENCE WITH REAL CONSEQUENCES FOR STATE SECURITY — Today about the @CSDD_LV cyberattack, its consequences, and what must be done now. The CSDD board and council have been dismissed. Temporary management will be appointed instead, while competitions for the permanent board and council are started immediately. 🔴 WHAT HAPPENED? ➖️ On August 8 at about 3:00 AM, from Friday to Saturday, an attacker broke into the CSDD system. ➖️ The breach occurred through the CSDD MEDICAL platform, which about 200 doctors use to enter medical certificates for vehicle drivers. ➖️ The attacker operated undisturbed through the system on Saturday and Sunday. ➖️ On Sunday evening, a large-scale data download occurred. ➖️ CSDD only learned of the suspicious activity on Monday. ➖️ On Wednesday, it was established that data theft had occurred. ➖️ The Prime Minister was only informed on Wednesday at 5:00 PM. ❗ HOW WAS THIS POSSIBLE AT ALL? CSDD should have had secure multi-factor authentication. But CSDD MEDICAL access was possible only with a regular username and password. CSDD had every opportunity to implement top-level cybersecurity: 💶 there were financial resources; 💻 there was IT capacity; 🧠 there were knowledge and specialists. Yet self-assurance, negligence, and arrogance toward cybersecurity risks have led to one of the most serious data leaks in state possession. It threatens not only people's privacy but also the security of citizens, businesses, and the state. 📂 WHAT DATA HAS LEAKED? A very large volume of data is concerned: ➖️ data of approximately 1.3 million private individuals; ➖️ data of approximately 200,000 companies; ➖️ payment information for the period from 2008 to 2026; ➖️ first name, surname, or company name; ➖️ personal code or company registration number; ➖️ declared address; ➖️ vehicle state registration number. I do not understand why CSDD needed to store payment data since 2008 on its servers at all, if the regulatory acts do not require such storage. 🛡️ WARNINGS WERE THERE. THEY WERE NOT USED. CSDD had a contract with TET for server and connection cybersecurity, but not for the protection of CSDD's own application and software. Moreover. https://t.co/Y2dCsXsES5 had already offered from January to April 2026 to install its sensors that automatically identify suspicious anomalies in the network. The CERT measure is free. CSDD refused it. ⚖️ A submission has been filed with the prosecutor's office for possible negligence or wrongdoing. Law enforcement authorities must now establish the responsibility of each official. ✅ WHAT DO WE DO NEXT? I have issued a Prime Minister's resolution with 12 specific tasks for ministries and state institutions. Key ones: ➖️ CSDD must inform every affected person and company, indicating what specific data has leaked. ➖️ https://t.co/Y2dCsXsES5 sensors must be mandatorily installed in all critically important state systems so that anomalies are identified in a timely manner, not several days after the breach. ➖️ All critical infrastructure and sensitive data institutions must carry out full-scale intrusion simulations, i.e., penetration tests, to really test system resilience and find weaknesses before an attacker does. ➖️ Instructed to assess the possibility of restricting the freely accessible e-CSDD vehicle number plate check tool. ➖️ Instructed to assess how quickly state systems can abandon the use of the personal code as a username, moving to a more secure identification solution. ➖️ https://t.co/Y2dCsXsES5 has submitted a list of other state institutions that similarly refused the proposed cybersecurity measures. Next week we will go through this list. And the questions will be unpleasant. ⚠️ A MUCH GREATER STATE SECURITY RISK — declarations of officials. Individually, this data is already sensitive. But in combination with other publicly available state databases, it becomes a very effective profiling tool. The declaration information of officials in the VID system is currently freely viewable without user identification. In the era of artificial intelligence, the collection, structuring, and linking of huge amounts of data takes not months, but minutes. This means that such data can be systematically collected and regularly updated also by the services of Russia, Belarus, North Korea, or other countries. By combining CSDD's stolen data with publicly available declarations and other databases, it is possible to profile: 👮 police officers; 🪖 soldiers; 🛂 border guards; 🕵️ security service employees; 🏛️ officials and their families. This is already a national security issue. Declarations must remain accessible to the public, but I see no justification for them being mass-copied anonymously. The solution can be very simple — the information remains public, but access is after authentication, for example, with one's profile at https://t.co/2abj1S4l9U. 🌲 AND I HAVE NOT FORGOTTEN THE @valstsmezi CYBERATTACK. From the Minister of Agriculture @ArmandsKrauze I expect a concrete answer: who in Latvian State Forests was responsible for the systematic failure to update server software, which allowed the attacker to exploit vulnerabilities? Next week I want on the table: ➖️ the name and surname of the responsible official; ➖️ an explanation of how this was allowed; ➖️ information on what consequences and responsibility will follow. 🇱🇻 WE DO NOT LIVE IN A PEACETIME DIGITAL ENVIRONMENT. Latvia lives under constant hybrid threat conditions. Next to us are aggressor states that use all possible methods against our country. At the same time, artificial intelligence has made the preparation, automation, and data processing of cyberattacks much easier. Therefore, the attitude — “surely nothing will happen to us” — is no longer acceptable in public administration. Cybersecurity is not a technical matter for the IT department. It is state security. ❓ AND I ALSO HAVE QUESTIONS ABOUT THE NCC NATIONAL CYBERSECURITY CENTRE. I am interested in how it can be that the National Cybersecurity Centre, which had about 20 million euros in 2025 and about 28 million euros in 2026, has not been able to achieve significantly higher resilience of state systems against such attacks? That is very serious funding. About half of the public television and radio media budget. With such funding, there must also be a measurable result: ✅ how many institutions have actually been tested; ✅ how many vulnerabilities have been eliminated; ✅ in how many systems multi-factor authentication has been introduced; ✅ in how many institutions have https://t.co/Y2dCsXsES5 sensors been installed; ✅ how many real cyberattack simulation tests have been conducted; ✅ and who is responsible if known risks remain unaddressed for years. I have questions. And I expect very concrete answers. Cybersecurity cannot be fixed with presentations, strategies, and reports.

📍 The need to fix the procurement system so that we don't overpay for it; 📍 The municipal financial equalization model; 📍 Preparation for the next EU funds planning period. Today a valuable conversation about this with the chair of Kuldīga Municipality Council, Inese Astaševska https://t.co/uDu1lyP2It
The communication crisis after the storm would be a very good reason to review the government's plans regarding the planned deal in the telecommunications sector. Paying half a billion for something that only lasts two hours without electricity would be unwise.
I express my deepest condolences to the family and loved ones of our 🇱🇻 volunteer soldier Vitālijs Šampiņš "Vilks", who died heroically defending 🇺🇦 against the attack of the 🇷🇺 occupiers. His plaque will be added next to the other 🇱🇻 Latvians, the other Vitālijs Smirnovs, Edgars Platonovs, Ņikita Sladzevskis, Antons Ģiedraitis and Maksims Čugunovs, where, remembering them, I laid flowers on Saturday. The beautiful monument is located at the GRU entrance in Kyiv.

@AlienInLV @Krisjanis_K Support is already arranged, where a decision has been made not to revoke the honorary family 3+ status with the first child, but rather when the youngest grows up.
From@AlienInLV@AndrisKulbergs @Krisjanis_K Maybe sort out (this year) support for families with children instead of 'running' the country on social media.

@Broks Even better is to look through the prism of cold January winter days - or even better as it is for Ukrainians, every day. I have very specific points that are known, where things went wrong - we need to clearly implement the things to do. KVC is one of those that needs to be remade and strengthened.
From@BroksAfter the storm, the PM will organize a 'solution group' and calls not to look for the guilty. I agree. I only have a call: when seeking the best solutions, also play out the scenario of what would have happened if such a storm had hit Latvia on a working day. What would we do on Monday morning if hundreds of thousands of people have no electricity, mobile communications, traffic lights, shops and gas stations partially not working? Would people have to go to work? Children to school? Who and at what moment would decide to call to stay home? How would businesses receive this information and what would be expected of them? This time much happened on weekends. On a working day, there would be the movement of hundreds of thousands of people, business operations, schools and a much greater load on transport. And what should be done if electricity and communications are out not for a few hours but for two or three days?

@B03091315B Boards and councils must be addressed comprehensively with the change of governance of all state capital companies - you can't tackle each one individually - what's the point if the whole system needs to be changed. Work is being done on it and a solution will be offered already in September.
From@B03091315BBut in all possible boards, councils and compensations, uhhh, hundreds of millions!!! @AndrisKulbergs how about that 'we'll cut, cancel, redistribute...'?🤷♀️🤡 https://t.co/WoefCdoLxe

Hey, are you okay? I can't keep track of all the anger vectors.
From@aiga_balodeThis is all very ugly, so ugly that neither @AndrisKulbergs nor @MGruskevics have even looked at it, but SIF is under the Cabinet of Ministers, not the Ministry of Culture. I understand you don't want to see it - I also don't want to see this, in one meeting they knew nothing, but were extremely arrogant! Give it back to the minister, put it under the ministry, perhaps these very spoiled ladies will start working a bit.

From@AndrisKulbergsYesterday, on Ukraine's Independence Day, I was presented with an order that belongs to the entire Latvian people. I publicly accepted it, saying loudly - "this order is due to every Latvian resident who tirelessly supports Ukrainian soldiers and residents, because we know very well...." Fellow countrymen, this order is for you, for everyone who has given their money, time, energy, thoughts and heart for Ukraine, for the victory of good over evil! This award is for each of you - I just brought it home from Kyiv!

Here is a lesson in journalism... not interested in delving into, learning and correctly presenting information. When receiving the award, I publicly and loudly told those present and 🇺🇦 TV that this award is received by the Latvian people, not me! Before publishing, investigate - don't they teach you that in your profession anymore? https://t.co/jxKYrzkGWb
From@Lato_LapsaInteresting, does Kulbergs really have no shame accepting this award, knowing well that he has only been in the prime minister's position for a few weeks and has no merits for Ukraine in this position? https://t.co/duFZynPutK

@maijaroze_ @ast_lv @Sadalestikls If they don't clear, then electricity supply depends on wind whims, weather forecasts. Protection of high-voltage lines should be basic, but in offices such logic apparently doesn't work.
From@maijaroze_@guntarsv @ast_lv @Sadalestikls And what does it give to clear the legally allowed 13m wide strip, if the tree length is about 35m?

🇺🇦 3 days in Ukraine — silence before the storm of cruise missiles. Independence Day, war and cooperation PART 1 - first part There is one thing I can say with absolute clarity after this visit — what we in Latvia experience as an emergency situation for one weekend is everyday life in Ukraine. Every day. Every night. We have much to learn and adopt from them. The scale of problems that 🇺🇦 feels, solves and goes through is unimaginable — and they cope! And Ukrainians have learned to coordinate services extremely effectively, use limited resources and make decisions in circumstances where mistakes come at a very high price. In the crisis management center - the service dispatch center, there is a unified system for all services together with the military center and coordination - fantastic cooperation and resource transfer. 🇺🇦 This was my first - three-day state visit to Ukraine — on the day of the Ukrainian National Flag and during Independence Day celebrations. Russia with its brutal war of occupation has already taken 5 years from Ukraine's 35 years of independence. I not only congratulate President @zelenskyyUA and the Ukrainian people on their ability to defend their independence and fight for their country. I used these three days as practically as possible. 🤝 I met with President Zelensky, Ukrainian Prime Minister @KoretskyiUA , the Defense Minister, the leadership of military intelligence, SBU and other structures. I also visited: ➖️ military operations command center; ➖️ radar and air defense center; ➖️ crisis management center; ➖️ drone attack center LASAR ➖ several military and security structures. From this visit I bring home not only political discussions, but also very concrete contacts, cooperation projects, systems, solutions and potential contracts that we can also use to strengthen Latvia's defense capabilities. 🌙 The presence of our — EU and other allied leaders — in Kyiv was in a way also an opportunity for local residents to finally sleep more peacefully. Putin usually does not allow massive missile attacks when a large number of foreign leaders are in the city. However, during dinner at President Zelensky's, the air raid siren also sounded for us. Air defense worked, and "Shahed" drones were shot down just about 5 km away from us. That quickly reminds you where you really are. 🌍 During the visit there were both NB8 — Nordic-Baltic countries, and Coalition of the Willing meetings with about 30 European and international allies. The overall feeling was very similar: there is no logic in spending enormous energy on organizing peace talks if the aggressor himself is not ready to really negotiate. 🕊️ Peace talks are in the hands of Ukraine and President Zelensky. Our — European and allied — task is to provide Ukraine with everything possible so that it can gain an advantage on the battlefield. If Ukraine reaches real peace talks, we must support them. But until then, Ukraine must be given resources so that it does not enter negotiations from a position of weakness. ⚔️ Ukrainians, with an innovative approach very different from traditional military thinking, have managed to achieve maximum effect with limited resources. (83% of people in service are not from the military sphere) But right now there are very significant technological and strategic changes in the war — unfortunately not all in Ukraine's favor. ❄️ Winter 🇺🇦 will be very hard. 🔴 Russia is preparing to strike Ukraine's critical infrastructure — electricity, heating and water supply. 🔴 The Ukrainian side reports that Russia has currently accumulated about 600 cruise missiles, but by the end of winter it can produce about 700 more. That means potentially up to 1300 missiles. 🔴 The availability of air defense missiles is much lower than the possible scale of Russian attacks. To reliably intercept one target, sometimes several interceptor missiles are needed. 🔴 Russia is already capable of equipping "Shahed" type drones with jet engines. They become significantly faster and much harder to intercept. 🔴 Russia, together with CHINA, is actively developing alternative STARLINK satellite communication and control systems, which could significantly increase its attack capabilities as early as December. 🔴 The new war conditions make Ukraine's defense increasingly expensive — more air defense systems, missiles, drones, electronic warfare tools and ammunition are needed. 💰 And here is a question for us in Europe as well. As long as some countries help Russia circumvent sanctions, continue to buy Russian energy resources, allow shadow fleet operations or allow Western components to reach Russia's military industry, we are actually helping to finance the next missiles that will fly at Ukrainian cities. That is why my position is clear: ⛔ The flow of Western technologies and components into Russia's missile and weapons production must be completely stopped. 💶 The frozen Russian assets (worth 200b €, which covers a whole year of war costs in Ukraine) must be used much more actively for Ukraine's support, rather than endlessly relying only on European taxpayers' money. Hundreds of billions of euros of Russian funds are frozen in Europe. The aggressor must pay for its war. 🚫 I also insist on a firm position — Russia must not be normalized and quietly allowed back into the international arena while it continues its aggression. - Not in sports. - Not in culture. - Not in music. Russia also uses sports, culture and international presence to legitimize its state and regime. 🕯️ During the visit I also visited the memorial for fallen special forces soldiers. There are also two plaques with the names of our compatriots — Maksims Čugunovs and Vitālijs Smirnovs. That is a very heavy reminder of the price people pay for Ukraine's and thus also our freedom. 🇺🇦 Ukrainians must win. There is no other option. Good forces must prevail over the aggressor. And Latvia together with all of Europe must do everything possible for that to happen. 🇱🇻🤝🇺🇦
